Development and licensing are two different things.  While Trolltech leads the 
development for their products, both QT and Qtopia are full on GPL licensed.  
Java is similar.  Sun leads Java development, but Java itself is GPL 
licensed.

There is no reason why you couldn't fork either.  I say this because Java has 
in fact been forked by Redhat into the icedtea project to strip out all the 
non-free tidbits left in Java.  QT OTOH has no such non-free tidbits and thus 
nobody has ever had a reason to fork it.  (Well almost, but Trolltech and 
KDE-Win32 resolved their issues.)
