Many people are surprised at the level at which Perl supports Windows. 
But given that Microsoft until recently was in GUI OR BUST mode, when 
people were left to their own devices to manage their rather large 
Windows networks, a large and rather extensive Win32 Perl library sprang 
forth from the keyboards of Perl hackers.
