This is by design.
The kernel keeps as much as possible into buffer. Yes you could change
that, but you shouldn't.

I guess I had it backwards.

So why does Java suck up all that memory and then dips into the swap space?

I'm basing this on observing free -m output after launching the
application in question
and requesting data.  Top would show Java using 75% memory.

What irritates me is that the freeze ups and this apperent excessive
memory usage
occured suddenly and continued to occur until I upgraded to 1GB.
Whereas before the application was slow with the 512MB.
