Its actually getting worse than that.

In some buildings in the city, Verizon is replacing almost all of the 
copper with fiber (effectively locking out anybody else selling DSL in 
that building).

And thanks to the FCC looking out for our interests, they're not REQUIRED 
to share their last mile copper or fiber with competitors anymore.
