I've been having the same issue. Here's what I've researched, and what 
I've ended up doing...

+ Business cable modem has a faster upload speed for the money, however...

	- No static IPs, at least on Optimum last time I asked,
	- No guarantee that they won't "cap" you, either,
	- May get slowdowns if you segment gets busy.

+ ADSL2 is supposed to support bonding. No one supports it (yet? ever?). 
  Do a google, and you'll find that Europeans are enjoying bonded DSL, 
and have been for a while. Not us. This, IMO, would be the ideal 
solution. I'd buy four lines today from someone that offered it.
	
	- It doesn't exist in our marketplace :(

+ You can find (or build) devices that allow you to distribute uploads 
among multiple consumer DSL lines.

	- DIY is really unpleasant
	- Appliances that do it start at a few hundred dollars, but they work. 
They typically have horrible interfaces and are not flexible.
	- Doesn't help you if you have one big file to upload.
	- Lots of hassles with FTP if you're using it.
	- Some ISPs (*cough*Ace*cough*) are simply not compatible due to  how 
they lock lines to your MAC - some of these devices play games with MAC 
addresses.

+ You can set up policy routing through a firewall that supports it and 
get multiple DSL lines. That's what I'm doing. It sucks, but it works.

That's your choices until such time as telco/internet gets rational in 
this country, or until you have deeper pockets.
