I doubt you're going to find such a feature.

Logging of everything seems to violate an unwritten privacy mantra the IRC 
world takes very seriously.  You best would, as George said would be some bot 
that has heighten rights that could join every channel as needed.  (But it 
wouldn't be able to log /privmsg's etc.)

Maybe you want CampFire (http://www.campfirenow.com/) for your company ?  Not 
the same idea, but same general direction.
