Only if the phone manufacturers themselves would agree on how to deal with the 
SIM chip.  Sometimes its helpful to keep all your contacts/etc on the SIM, 
sometimes it isn't.  Different phones like to have different conventions used 
for storing what where, and its never the same.  (Swapping my SIM from my 
Motorola Crappr to my Sony Erricson wasn't smooth.)

What annoys me is how so many phones revert to a default settings the moment 
SIM has been changed ... but its clear they kept a whole lot of other useless 
settings on the phone.
