Judging from the variety of ways you can buy and use cell phones in the 
EU, this looks to be a good thing.

The divide-and-conquer-via-different-standards approach here is much 
worse for consumers all round. Ironically, Sprint's "solution" for 
customers that want to roam while visiting the EU is to rent a GSM phone 
from them before you leave for your trip :-)
