I suspect there are some tricks that get played, like reserved pools
for people who are conneced. Eg. when Miguel de Icaza got his green
card to come work for ximian, he partly got in because of political
connections on the part of a business acquaintance IIRC. The other
part was that it wasn't hard to get testimony that he was a unique
individual with a key role to play in the company.

Yes, I think everyone in the EU is. However that takes time and has
some wrinkles IIRC.
