After reading this, I'm a bit confused. It sounds like he's look for
opportunities to converse with geek to better learn technical and
general english. If he's in germany, then I'd suggest a LUG there or as
you said a FLOSS project. Since I'm a Debian follower, they have many
German and german speaking developers. If you are in NYC, then come to
one of the many FLOSS lug meeting here.

ps. One of the great things about FLOSS projects is their tolerance of
multiple language communication, like here. You can ask a question in
some language other than english and someone on the interweb can
translate it so that you get help.
