As long as you have a completed copy and your client is still open, you
are considered a seeder, even if nobody is currently downloading.

Downloaders who haven't obtained a full copy yet are not seeders, but
can already upload portions of the torrent that they have already
downloaded.

Anybody who has a 100% completed copy of the torrent and is uploading is
considered a seeder. A seeder can 'seed' for as long as they wish and
can seed at anytime.
