I'd blame a firewall if no packet would make it, but if I reduce the 
number it works fine:

siege -d1 -r10 -c25 urls.tx -> breaks it

siege -d1 -r10 -c10 urls.txt -> works fine

Another thing to take into account is that this is a Debian distro 
running on Virtual Server.
