Do you file a combined New York City / New York State income
tax return? Do you lie when they ask you how much you spent
on purchases made, where no sales tax was collected?
No matter where the purchase was made, you owe the USE tax
under New York State law.

That's been on the NYS income tax returns for about 3 or 4 
years now, and was instituted by the Republican, anti-tax
liar George Pataki... no different, apparently, than Spitzer.

New York State sales tax auditors have been combing the
books of a number of large, out-of-state retailers looking
for large sales to hit up wealthy tax cheats for many
years. This is cold potatoes.
