Here's the actual problem:

One box here is was set with the following in sysctl.conf:

net.ipv4.conf.eth0.proxy_arp=1
net.ipv4.conf.eth1.proxy_arp=1

Once this machine was downed, all dhcp hell went away.

Can someone explain why these settings were freaking out all the windows 
boxes on my network - such that they believed that their IP was already 
taken?
