I didn't follow that thing. At some point there were some ridiculous  
rules around selling a PC. But as far as I can remember it was  
illegal to resell a computer when it was bought with an OS on it  
(like on eBay).
German bureaucracy is not graspable for a human being with a sane mind.
But for dell, they are not selling any PC without windows in Germany.  
The linux offer is US only.
