If your machine is relatively quiet, and doesn't suck down a lot of
power, I have fixed IPs and a 768k upstream at home. (All behind a
firewall/router currently, I plan to soon add a standby router
firewall soon.)
If you need a dedicated IP, I think it costs me something like $5 a
month to upgrade my IP address allocation. (per IP) But if you can use
high ports for your needs, I can map private addresses with iptables.
(Without requiring any more public IPs)

p.s. - I can not provide any level of support guaranties, as my line
is not redundant, and I am pretty busy. (And don't work from home).
But then again, you get what you pay for.
