Actually it's not that unusual that a hosting company doesn't give a
shell account anymore.  It might have been interesting to ask what those
security issues are though.  If they're also not allowing CGI, run PHP
in safe mode, etc. then what they mean is they're not allowing local
users to run programs on their server.
