A Via C3 CPU will give you performance equal to what you're looking for,
cost you $25, and only draw a few watts. Take that and put it on a
matching ITX board and you'll end up spending $100 - $200 on a system that
outperforms an old P-II or P-III while using 1/5 the electricity.
