That is usually because said person has expressed strong opinions on how
the software should operate, usually on a mailinglist or on /. or
something like that. This is often, but not always, accompanied by the
mention that the person doesn't know how to code and / or has no time to
do it like this him(/her)self and thus just bitches off on the persons
who actually do the work with no actual benefit to anyone.

I.o.w., it's usually a good idea to be (at least moderately) happy with
what you get or to be ready to change it. _You_ (or, more accurately,
_we_) are this movement.
