This is similar to what I was saying about Apache and the Debian packaging
in a prior thread.  In the case of Apache specifically, it is designed to
be built and distrubted and customized from source.  This doesn't preclude
its use of something being distributed as binaries, but clear in the design 
is the intention to give the adminstrator and developer a full access through
compilation.
