Microsoft has publically declared that it will not abide by the
present New York State election law:

and now Microsoft has proposed that the law be amended. Here are
the proposed Microsoft amendments:

The proposed amendments are to sections 1-104 and 7-208. The
amendments would allow all Microsoft OS code in any computer
voting machine to be exempt forever from any examination by the
State Board of Elections. Most computer voting machines use both
a Microsoft OS and standard Microsoft utilities. The Microsoft
utilities would also be exempt from any examination.
