I'd totally support a "Linux Tax".

I don't think that an extra $20/30 USD is going to be a deal breaker when 
people are spending $500+ for something specific.  And it makes distro 
development more economically stable and sustainable.  (I've always been 
mildly amused at how Redhat is the only to throw money and people at projects 
critical to Linux: NPTL, IcedTea, etc)
