This is 2007. Get with the program. Please explain the *business reason* 
behind replacing very old hardware with more very old hardware.

That being said, P4/1.6 will be probably 2-3 times faster (depending on 
the workload) than 450Mhz (whatever).

RISC/CISC distinction is sooo 1980s. Neither are really applicable in 
today's world.
