Yes.  The antitrust action, now decided against Microsoft, was
aimed at stopping Microsoft and Dell from agreeing to keep other
OSes off Dell computers.  This has now been forgotten, by both
the court, and many people who run free software.  But Microsoft
has not forgotten, and that is why Microsoft will pay thousands
of dollars per incident to stop buyers of home machines from
getting a refund.

The fifty dollars given back in the few refund cases we have won
is not the money at issue: rather the billions of dollars paid
for copies of Microsoft Jumbo Office Suites is the issue.  If
people who buy home computers learn that they can run a better
operating system, then they will run the better operating system,
and sales of Microsoft Jumbo Office Suite will fall.
