I think carry-on luggage is quite limited or forbidden in the UK since the threat of bombings in the London Airport

Iff you could sneak it past customs, it'd make sense to buy a ticket for
the package.
The only hope that you have is to either try to sneak it past customs
(not likely in the UK - very tight security), or to claim that it is for
personal use (but you'd better have a work visa, then).
Most likely, you're best off declaring a used value and paying less VAT
that way.
