As a Debian user, I'd have to disagree with your assessment of the
information provided.  Debian, like most distros changes everything, or
nearly everything that ends up in their repositories.  (This is where
Debian's famed Policy makes contact with the ground.)  Things can and do
get broken by Debian, and as it happens, they've been mucking around in
the Apache configs recently.  I think distro and version of, are
possibly relevant, and worth mentioning.
