Be careful making that statement, because they don't really know who's
dynamic (since there's no way to tell), and the primary source of the
rulings on what's dynamic or not is a list of IPs provided by their
holders[1], who often submit inaccurate lists.  One common chore I deal
with for people is getting them off those lists, when they don't belong
on them.

That's good advice in general, for those who can afford it at least.  I
have a story to tell about that, but since it has nothing to do with
dynamic IPs (or the accuracy of lists of them), I'll save it for later.

[1] I said "owners" in a previous message which is of course, wrong. You
can pay money to obtain the use of an IP (or domain) for a specific
period of time, but you acquire no ownership rights in them, despite
what some registrars say on their sites.
