  I rarely meet OSS people who are aware of this legislation, so you
are certainly not alone.  Generally, it is a set of laws designed to
tighten the commercial code at the state level for software
transactions.  Some of the provisions included in this package are
outrageous.  I believe it has only been passed in Virginia.  But I
will let the experts do the explaining...
