Or prevent an unauthorized program from accessing a resource that it
wasn't supposed, or in a way it wasn't supposed to,  or by scheduling
tasks and monitoring hardware resources and allocating resources
according to standards defined in the preemptive kernel rather than
handing resources directly to user applications, and thereby maximize
the usability as a multiuser system.
