   It shouldn't be, or if it is it should be part of a LAN<->LAN firewall 
issue: rstatd (and all RPC services, really, IIRC) is meant for use on the 
local network, not the internet.  AFAIK exposing the portmapper to the 
internet is a security risk due to the port remapping features of RPC, and 
it's recommended to remove the portmapper unless it's required.
