No, your DSL/Cable/Pigeon link will not be fast enough.

VLC/VLS can do OSS streaming via a relay server.

your consumer connection --> server with dedicated connection --> The world

Its been ages since i've looked into this.  But it can be done, you may need 
to google around or ask in #vlc on Freenode
