I have to agree here.  I was taught before joining said union, that to 
"impress", you had to go above and beyond.  And as part of the IBEW, I 
was getting yelled at left and right for doing things too quickly, or 
staying a minute into break time to finish it, or anything that might 
differentiate me from the rest.  And most of the time, they even voiced 
their reason, which was simple: "you're making me look bad."

While no one did absolutely /nothing/, no one really put any more effort 
than they had to either.  (And they were still promoted, because there 
was no one else with a different mindset.)
