I could tell you that happens in most parts of the world. Here in Spain, 
non-degree or qualified jobs are better paid than qualified (degree) 
jobs. When I was a child, I always was told that the smart children 
should go on studying and go college while the ones that are too lazy to 
study should learn a profession in a professional school. This people 
ended up working before than us and after some years working end up 
earning more than us...We have what We call the "mileuristas" 
generation, literally people than earn thousand euros a month...people 
with Master degrees, languages, etc...
