You need PHP/ASP/CGI service on the account.  Aside from that you're
pretty much defining the bare minimum such service provides.  If you
don't have the ability to mail input to yourself from a form, you really
aren't getting anything useful.  You should be aware however that thanks
to spammers, you should expect to see such free hosting offered.  (PHP
with no outbound mail)

No, but there's a lot of bottom-of-the-barrel hosting out there that
should fit the bill for this.  1and1 has some kind of $2/mo deal going,
and I hear it's not very good, but it has to be better than free hosting.
