Short: This does not exist.

Long: There are whole lot of other things, such as minimal commitments, 
port fees, etc that make what you have described unusual.

Answer: These are not the droids you are looking for. Find a carrier that 
doesn't assrape you for low-commit circuit, and be done with it.
