So here is the question:
if you want every mail coming to this account being processed by that 
script, why do you test for the TO: header at all.


:0
|/usr/local/foo/bin/progThatResponds


That should do it. Even if you add another alias which points to this 
mailbox.

and to keep the messages just put another rule in front of that:
:0 c
backup

That would keep a copy in the file named backup.
