It's like irony and pornography; You know it when you see it.
Seriously, though, it's a notoriously difficult definition to nail down.
We're approaching it in fits and starts here, but I don't think we're
going to succeed because I think it's an overbroad term in that it's
heavily overloaded to mean many different things. In general, though, I
think it's most simply "software and systems designed and packaged to be
coherently deployed in large organizations". This is very, very different
from "capable of being deployed in large organizations", which is where
many open source systems end up. The difference is one of intention, not
of capability.
