Poop flows downhill. There's probably the most turnover at places
where money is not being made, so everytime someone leaves, it's
actually an opportunity in those cases to "save money" by not filling
that spot. Even if more people leave, software can keep running.
Anyway, look higher up the food-chain for serious malfunctions. I
think in most cases, the reason that a tech manager is doing something
dumb is one of the following three reasons:
1) Has been given 1/2 of the budget requested, which was the bare
minimum (s)he thought would keep the dept afloat.
2) Has ego issues, and thinks that programmers, sys admins, dbas,
etc. are glorified file clerks and are overpaid.
3) Is getting a kickback of some kind.
