Add to that "is about to start a new job" and "didn't have email for
about 85% of his traveling". Anyway, I'm back and I'm in and out, but
I'm ready to start locking email accounts today.

Well, it is the internet. We do our best, and list-admining is a
reactive thing, so trolls come up then we see if they're really
trolling or just having a bad day. Or two. Then we restrict them.
