Turns out to be a bit of both, plus some bad communications thrown in. 
The support person assumed that I had untarred to /, which would have 
created a /Bin directory. This is apparently what "all their customers 
do", or what they're told to do when they're walked through installation 
of the product, and why all of their customers have /Bin directories 
hanging around.

Oh boy. This is going to be fun.
