"The Future of WHOIS Policy"

A panel discussion moderated by Danny Younger, VP of the Internet
Society of New York

The WHOIS database contains information on the owners of Internet
domains (such as isoc-ny.org). The domain owner's contact details, such
as address and phone number, are made easily accessible to anyone over
the Internet for most domains.

Some registrars offer private registrations (where the contact
information of the registrar – not the domain owner -- is shown). But
these privacy services are often abused by people involved in illegal
activity, who use them in the knowledge that it makes it extremely
difficult for entities (even law-enforcement officers) outside of their
registrar's legal jurisdiction to obtain their contact details. Worse,
some registrars are uncooperative when notified of illegal activity or
are not sufficiently careful to ensure the accuracy of contact details
listed in the WHOIS.

Spammers also harvest email addresses from WHOIS requests.

The question of how much personal information should be publicly
available in the WHOIS database pits the right to privacy against the
needs of law enforcement and the enforcement of intellectual property
rights.

*The Internet Corporation For Assigned Names and Numbers (ICANN) is
responsible for the global coordination of the Internet's system of
unique identifiers. These include domain names as well as the addresses
used in a variety of Internet protocols. Computers use these identifiers
to reach each other over the Internet.
